I've checked it in for now in lisp/contrib as tx-convert.el
Here is some initial feedback:
You may want to use defcustom for locating the various programs
rather than defvar. (see similar defcustom settings in
emacspeak-wizards.el).
That module (emacspeak-wizards.el) also has some of the
functionality for converting documents; umaty it would be useful
to minimize the amount of code needed to d all this via
dired-guess-shell-alist-user
