By "xcode" do you mean the command line tools or the whole thing? I've got the
command line tools installed and I can run a "swift" command, but when I run make I get this error:

swift build -c release
error: 'swiftmac': Invalid manifest
/Users/air2017/programming/swiftmac/Package.swift:5:8: error: no such module 'PackageDescription'
import PackageDescription
       ^
make: *** [release] Error 1

I'm on macos 12.6.3, and here is the output of `swift --version`:

Apple Swift version 5.7.2 (swiftlang-5.7.2.135.5 clang-1400.0.29.51)
Target: x86_64-apple-darwin21.6.0
