I don't have any news, but I do have a fix:

(defun kill-tcls () (interactive) (shell-command "killall tcl"))
 (global-set-key [(meta pause)] 'kill-tcls) 

binds the alt-pause key (usually the top row far right) to kill
all the stuck TCL processes that are jamming the voice synth.
