speech rate of emacspeak

Hello

I just got emacspeak running today and something is happening that is
confusing me. When I set my speech rate to 480 (dectalk pc), the letters
typed and moved over speak twice the rate I set it too. This means I
cannot understand the letters as I move over them. What's happening?
