Aha!  This is exactly the behaviour I see with the DTK_PROGRAM=accent
using RH9 with Emacspeak-21

I received some email this evening explaining that the coded config
setting strings I hear was because I hadn't set DTK_PROGRAM; because
I had set DTK_TCL=accent, the accent driver was activated in the
process table, but that's not what Emacspeak requires ;)

Good to know I can revert to Emacspeak-18, but here's hoping there's
an upgrade-compatible solution
