weird bug with list-buffers and a workaround

I've noticed that when I hit C-x C-b to call list-buffers,, I sometimes
get the message: "This command can be used only in buffer menus". The
buffer list isn't active, and my point and mark aren't where I expected
them to be.
As far as I can tell, this all has something to do with the fact that
the buffer list is possibly displaying in another window.
I think I've fixed it by customizing the variable same-window-regexps
and adding the regexp
[*]Buffer List
to that list of regular expressions.

I'm surprised nobody has mentioned this before. Is there a better fix
for it that could be added directly to the Emacspeak codebase?
